Rules
 & Regulations
Rules are subject to change, be added to, or be removed as the community grows. When rules are changed the community will be notified.

Community Standards & Age Requirement
Age Requirement:
This is an 18+ roleplay community. All members must be 18 years of age or older to participate in the server, Discord, or any affiliated activities. This requirement is strictly enforced with no exceptions. Individuals found to be underage or providing false information will be immediately removed from the community.
Our goal is to maintain a mature, respectful, and safe environment for all players. Ignorance of this rule or any other rule will not be accepted as an excuse.
General Conduct:
This is a serious roleplay community, and members are expected to maintain the highest standard of roleplay and respect at all times.
You must speak and understand English, as we are a North American-based server.
You must have a working microphone with clear audio. Voice changers are allowed but must be understandable and not overly distorted, loud, or high-pitched.
Be respectful to all players and staff at all times. Any use of racial, homophobic, or derogatory slurs will result in immediate disciplinary action — no warning will be issued.
Exploiting glitches, using cheats, or abusing any form of unfair advantage will result in a permanent ban. (ex: Speed boosting, Glitch rolling, Q peaks, Or ghost peak)
If you find a bug or exploit, report it immediately via Discord’s bug-report channel. Failure to report known exploits may be considered powergaming or abuse of mechanics.
Do not sit at the character selection screen to hold your spot in the city. Log in and begin RP immediately — violators may be removed or banned.

Values

Roleplay:
We expect all community members to roleplay to the highest possible standard and remain in character while in-game. A person must act in the confines of the character they have created and are currently playing as, if you wish to switch characters you must log out of the server and log back in as your new character.

Respect & Diversity:
All community members must be respectful at all times while in-city or on our community platforms. This means that users must never be involved with or publish any content that is deemed racist, homophobic, sexist, prejudiced, or disrespectful. We also forbid the sharing or publishing of any sexually explicit content on any of our community platforms.

Fun:
We strive to create a city where everyone can enjoy their time. This city and community are meant to be places that everyone can enjoy their off time. At the end of the day, this is a game and we want people to enjoy their time playing it.

Section 1: General Rules

1. Communication
You must be able to understand, speak, and type English since we are a North American based server.
You must have a working microphone.
We are an all-inclusive community that includes people with disabilities. If you have a disability that hinders your ability to use a microphone, please reach out to a member of the staff to facilitate another method of communication.

2. Respect for the community
As a valued member of the community, your conduct is pivotal in creating an enjoyable experience for all. Please carefully observe the following guidelines to ensure a respectful and harmonious environment: no warnings issued and strict enforcement.

Respectful Communication on Official Platforms: Communications related to Our Server, whether in-game or on official platforms, including streamer channels, must always be respectful. Refrain from sending angry or offensive messages resulting from in-game events.

In-Character Interaction: We understand that in-character (IC) interaction can include trash talk and abrasive behavior as part of the role-playing experience. This is acceptable as long as it remains in character and does not breach the boundaries of respect or target players out of character (OOC).

Boundary Between IC and OOC: Any behavior that crosses from in-character to out-of-character, especially if it becomes disrespectful or offensive, is not permissible. Maintaining this distinction is crucial to ensure that in-game dynamics do not lead to personal conflicts or breaches of our community standards.

Private Interactions: Direct messages (DMs) between individuals, if not involving official platforms, are generally beyond our scope, respecting your privacy in personal matters. However, extreme cases such as stalking or sexually explicit content, if reported and impacting in-city dynamics, will be addressed firmly.

Disputes with Staff: If you disagree with a staff ruling, please address it constructively. Instead of direct confrontation, submit a ticket for a formal review of the issue. This approach promotes a more effective resolution process

No Trolling: Engaging in behavior intended to provoke or disturb players, members, police, staff, etc., under any circumstances, is strictly prohibited.

Your commitment to these guidelines is essential. They are designed not only to maintain order but to enhance everyone's gaming experience. Non-compliance will result in necessary administrative actions.

3. Administrator Instructions/Rulings
Administrator instructions or rulings are final and non-negotiable. If an administrator's ruling seems to have been made in error the dispute must be handled outside the game via discord by creating a staff complaint ticket. Please do not "DM" members of the Staff Team directly, nor @-tag them in discord general chat. Use the proper channel within Discord, follow the proper chain of command or open a support ticket. Privately messaging the owner of the city to circumvent a disciplinary action may result in a 3-day suspension.

4. Lying to a staff member
Do not lie to a staff member about anything related to us. This includes in-game matters, discord, or any other entity relating to or belonging to Gritty RP. Do not lie in a report or ticket regarding anything, attempting to mislead a staff member by creating a fallacy simply to gain an advantage or abuse OOC mediums such as vehicle teleports or asset refunds, or falsify videos, screenshots, recording or other pieces of evidence in refund requests, player complaints, staff complaints or any other OOC reporting method.

5. Circumventing a Ban
While you are banned from the server and/or Discord you are not allowed to register another account or use an alternate account until the ban period has expired. Otherwise, your other account may also be banned and your original ban extended. Dispute bans in the discord by creating a ticket in https://discord.com/channels/1253941935824044123/1470012313544429660
Note: Using another character on your existing account or an alternate account to evade an active ban or suspension will be treated as ban circumvention and may result in a permanent ban of all associated accounts and characters.

6. Game Modifications
You are not permitted to use a modification that grants you an advantage on the server. DO NOT install game mods that alter vehicle handling, performance, or that can gain you any type of advantage over others. Cheats, mods, plugins, scripts, or any third-party additions will get you banned if you are caught using them. Our server uses a 3rd party Anti-Cheat that can also get you banned from other servers. Report any glitches or exploits immediately — failure to do so may result in a permanent ban.

Additional Mod Restrictions:
Sound packs or custom audio modifications are not allowed while in the city.

7. Recruitment/Advertising Other Servers/Self Promotion
Absolutely NO recruiting to other servers or advertising other servers in any of our discord or in game. Discord server profile “about me” section must not advertise other servers. Your main Discord “about me” can be whatever you’d like but the profile for any RP discord needs to not advertise to other servers. No self-promoting, promoting other servers, or recruitment is allowed. This includes Direct messaging or spamming invites to other members.

8. Staff & Server Leadership Roles
Staff and department/group leaders will keep all sensitive server information including but not limited to documents, player information, designs/plans, etc. confidential to our server use only. Any document or assets created, procured, or related to our use (ie: department/group, administrative, server business, etc.) will be owned by the server owner and will not be removed or altered upon leaving the server.

9: Character Creation & Naming
Characters must be human, realistic, and lore-appropriate.
Invisible or glitched body parts are not permitted.
Character names must be original and realistic — no celebrity, brand, or meme references.
Costumes are for events only and may not be treated as your character’s actual form.
Nude or explicit in-game models are allowed only in approved, private venues or staff-authorized events. ERP (Erotic Roleplay) must remain strictly off-platform — never in Discord or public channels — and is only permitted between consenting adults (18+).
All adult/dirty RP for PD, bounty hunters, or similar roles requires prior RP-team approval.

Section 2: Server Rules
1. Going Out of Character (OOC)
You must always strive to RP first before ever going OOC. Please, do not use the OOC to end a scene, try to change the scene using RP first. Ending a scene by saying or going OOC is considered FailRP. Going OOC during RP scenes can result in disciplinary action.
If you need a staff member:
If a staff member is available in-game, doing /report can get you assistance. Doing /report does not guarantee that you will get help right then however.
If you have an issue with how RP is going, the best way to get a staff member is to create a ticket in the discord

2. RDM / VDM – Deathmatching
Killing another player for little or no engaged roleplay is strictly forbidden. There will be absolutely no RDM or VDM. (For Example: If a traffic accident has occurred while a player was hit by a car it needs to be roleplayed out.)
Definition:
Random Deathmatch (RDM), Vehicle Deathmatch (VDM), or any other form of Deathmatching is strictly prohibited.
These actions occur when a player kills, attempts to kill, or severely injures another player without proper in-character reasoning or realistic escalation.

Examples of RDM:
Shooting or killing another player without prior roleplay interaction or valid RP motive.
Opening fire on a player simply because they provoked you verbally or annoyed you OOC.
Starting a gunfight without dialogue, threat escalation, or scene context.

Examples of VDM:
Using your vehicle to intentionally hit, injure, or kill another player without RP context.
Ramming police or civilian vehicles repeatedly to cause damage or death.
Using a car as a weapon to start fights instead of roleplaying your intent.

Expected Conduct:
Always build proper roleplay before using lethal force.
If a traffic accident occurs, it must be roleplayed out — not used as an excuse to attack or kill.
Attempt dialogue or non-lethal RP options whenever possible before resorting to violence.
Any accidental hit or crash must be treated in character and roleplayed with realism.

When to Report / Open a Ticket:
If you are run over multiple times or killed without context (phase 2 downed/dead), open a ticket for staff review.
For single accidental hits, resolve the interaction through in-character RP such as medical or insurance scenes.
Penalties:
First offense – warning or temporary suspension, depending on intent.
Repeated or severe offenses – permanent ban review.
3. Downed & New Life Rule
Phase 1: (‌On‌ ‌your‌ ‌side)‌ ‌
When‌ ‌in‌ ‌this‌ ‌phase‌ ‌you‌ ‌are‌ ‌considered‌ ‌‌knocked‌ ‌out/down‌,‌ ‌which‌ ‌means‌ ‌you're‌ ‌able‌ ‌to‌ ‌still‌ ‌speak‌ in game.
You can remember‌ ‌the‌ ‌general‌ ‌interaction‌ ‌that‌ ‌lead ‌to‌ ‌you‌ ‌ending‌ ‌up‌ ‌on‌ ‌the‌ ‌ground.‌ ‌
You‌ ‌still‌ ‌are‌ ‌required‌ ‌to‌ ‌act‌ ‌hurt‌ ‌as‌ ‌you‌ ‌have‌ ‌been‌ ‌injured.‌
Phase 2: On Your Back / Fully Bled Out
When in this phase you are considered dead and must roleplay it as such.
• No speaking or interacting with those around you.
 • You are dead — no talking while dead.
You must forget everything within the past 30 minutes, including the events leading up to your death.
Exceptions:
If you are revived by an on-duty EMS player who was present on scene, you may only retain memory of the events leading up to your downing, if you are being actively treated before you bleed out.
The following do NOT count as EMS revival and will result in memory loss:
• Using /help (AI medic)
 • Respawning at a hospital
 • Being transported by another player
Reminder Rule
You may be reminded of events prior to your death by someone who was present at the scene.
EMS may only inform you of medical treatment provided and must not disclose:
• Who attacked you
 • Who transported you
 • Any details of the incident
EMS must remain neutral at all times.
 4. Do Not Return to The Scene:
If you are downed and removed from the scene by EMS/Fire, Police, or taken to the hospital by another subject you are not allowed to return to the scene until the situation/scene is complete. Reminder – Characters who have died must wait at least 30 minutes before returning to the area of their death, even if the scene has ended.

5. Calling for EMS:
EMS is to be utilized when they are available, but if they are busy or at a different location you may wait for them to arrive at your location or at the hospital; or you may check in to get healed up if approved by EMS or if there is only 2 EMS in the city. EMS should stabilize patients on scene and transport them to hospital for revival unless an emergency situation prevents transport; on-scene revives are only permitted under exigent circumstances and must still include full injury roleplay. Do not continually skip using EMS. It is considered FailRP and will be dealt with on a case by case basis. Another civilian/cop may transport you to the hospital if there are less than 2 EMS on duty.

6. Power-Gaming
Power-gaming is the act of using an in-game mechanic, any external information, or a roleplay concept to favor your own character or story, and give yourself an unfair or unrealistic advantage.
No running to teleportation markers to escape, such as running into your apartment or anywhere that is not accessible by others.
This includes an example of doing a robbery, or getting in a chase by the police and running to a garage, driving off the pier (going in any body of water) ex:When involved in an active police chase, you may not intentionally run off a pier, dive into the ocean, or otherwise enter the water to evade law enforcement. This rule exists to maintain fair and realistic gameplay, as aquatic escapes are often used to exploit mechanics and disrupt chase immersion.
Exceptions: Only permitted if the situation naturally leads there (e.g., accidental crash into the water, boat chase, or planned water-based scene approved by staff).
Popping your head (F8 quit), and or putting your vehicle away.
If you are still in your original vehicle then there must be a 10-minute wait period to store that vehicle, repair, modify or pull another vehicle after a pursuit.
Another example of powergaming would be kidnapping a cop to get your friend out of jail. The reason it is seen as powergaming is because LEO’s have to value the hostages life and negotiate.

7. Metagaming
The act of using out-of-character (OOC) or external information for in-game advantage is strictly prohibited.
This includes any knowledge obtained through Discord, Twitch, social media, or other outside sources that your in-character persona would not realistically know.
You are expected to use only in-character (IC) information obtained through in-game interactions. Metagaming undermines fair roleplay and will result in severe disciplinary action up to and including permanent removal from the community.
Examples and Enforcement:
Out-of-Character Information:
Do not use any OOC information, including Discord messages, screenshots, or gang communications, to benefit your character. This includes coordination or intelligence sharing between gang or business members through external platforms.
➤ Violation of this rule may result in a permanent ban and removal of whitelist privileges.

Character Bleeding:
For detailed guidance, see Section 2 Rule 10 – Character Bleeding. All forms of character crossover, knowledge sharing, or resource transfer between your own characters are prohibited.

Third-Party Voice Communication:
While in the city, all third-party programs (Discord, TeamSpeak, etc.) must be muted and deafened unless used for authorized LEO or DOJ radio communication.
All in-character discussions must take place through in-game voice, radios, phones, or text messages.
➤ Failure to follow this rule will result in permanent removal without warning.

Streamer Conduct:
Streamers are responsible for moderating their own chat and viewer behavior. Staff are not responsible for interactions between viewers and streamers or comments made by their audiences.
➤ Any rule-breaking activity stemming from stream interaction may result in disciplinary action against the streamer.

Stream Sniping:
Watching another player’s Twitch or YouTube stream while you are in the city is strictly prohibited.
➤ Stream sniping is a permanent, non-appealable ban offense

8. Offensive RP/Suicide RP/Combat Logging
Absolute Zero-Tolerance:
We have a strict zero-tolerance policy for any form of sexual misconduct, harassment, or discriminatory behavior. Violations of this policy will result in immediate disciplinary action up to and including permanent removal without appeal.
Prohibited Roleplay Content:
Any form of sexual assault, rape, or non-consensual sexual contact — including simulation or suggestion — is strictly prohibited.
Suicide RP or self-harm RP is not allowed.
Roleplaying mental illness in a mocking, exaggerated, or insensitive way is not allowed.
Erotic Roleplay (ERP) is permitted only between consenting adults (18+) in private, non-public settings. ERP must remain non-graphic, consensual, and off-platform (never in Discord or public channels).
Any form of forced ERP or non-consensual sexual RP is a permanent-ban offense.

Harassment & Discriminatory Conduct:
Use of racial, homophobic, transphobic, or other derogatory slurs or targeted sexual insults is forbidden. General coarse language is permitted within roleplay context, but directed personal attacks will result in disciplinary action.
Combat Logging & Scene Abandonment:
Logging out or forcibly respawning to avoid an active scene is prohibited. If you must leave unexpectedly, gain acknowledgment from all involved parties first.
If your game crashes, reconnect as soon as possible or file a ticket within 5 minutes explaining the situation.
Abusing this rule will result in suspension or ban.

9. Exploiting Bugs
At no time are you allowed to exploit bugs in-game for personal gain. If it’s too good to be true, it probably is. Please report a bug if you find one via a discord ticket. This could lead to a possible Ban.

10. Interactions between your characters (Character Bleeding.)
You are allowed to have multiple characters in the city, however, your personal characters cannot know each other from an in-character perspective. You are also not allowed to interact between the two characters ie. transferring money or any other assets between your characters or using a third-party "friend" to transfer items between your characters. If this is discovered those items will be deleted from your inventory and you will receive disciplinary action.
Attempting to use another character to continue roleplay or activities while serving a ban or suspension is considered ban circumvention and will be treated as ban circumvention and may result in a permanent ban of all associated accounts and characters.

11. Robbing Players
When‌ ‌robbing‌ another player,‌ ‌you‌ ‌are‌ ‌only‌ ‌able‌ ‌to‌ ‌take‌ 5 items of ‌what‌ ‌they‌ ‌currently‌ ‌have‌ ‌in‌ ‌their‌ pockets.‌ ‌
You Cannot:
R‌equest‌ ‌bank‌ ‌transfers‌ ‌or‌ ‌force‌ ‌them‌ ‌to‌ ‌sell‌ ‌their‌ ‌car(s)‌,‌ ‌
Take‌ ‌items‌ ‌from‌ ‌someone‌ ‌else's‌ ‌apartment.‌
In the instance that you are robbing/trying to kidnap a player, you cannot kill that player unless they outright refuse to comply, provide resistance, or provoke you to inflict harm.
Robbing a business is not allowed.

If a person is killed (on their side or back) they can be robbed. However, the reason for killing them can not be specifically to rob them. There must be roleplay behind it.

12. Healing in a situation
Self-bandaging and use of armor are permitted for stabilization during ongoing roleplay scenes, but they do not replace EMS when on duty. If EMS is available, players are expected to roleplay injuries and seek medical treatment. Repeatedly avoiding or bypassing EMS is considered FailRP and will result in disciplinary action.

13. Exploiting Scripts/GTA V Mechanics
Knowingly exploiting the script and/or the GTA V engine in order to gain an advantage is not allowed.
Using emotes to dodge shots, clip through objects, or conceal animation timing is prohibited.
Spam punching (e.g., repeated R key attacks) to overwhelm opponents is considered exploiting mechanics.

14. Failure to Roleplay/Unrealistic RP
Failing to roleplay is strictly forbidden. We are a serious roleplay server, you are expected to be roleplaying at all times. If a situation presents itself where rules are broken, roleplay first, and report later. You are expected to use script features to assist in roleplay. DO NOT continuously type in OOC chat while another player is trying to roleplay with you.

Section 3: Safe Zones & Green Zones
Definition:
Safe Zones and Green Zones are designated areas where hostile or criminal actions are strictly prohibited to maintain fairness and protect new or non-combatant players.
These areas include locations that are critical for public services or player safety.
1. Safe Zones Include:
PillBox
Spawn Locations (arrival area where players load into the city for the first time.)
2. Rules:
Engaging in any hostile or criminal action inside a Safe/Green Zone is strictly prohibited.
You cannot chase someone into a Safe/Green Zone to continue combat or criminal activity.
You cannot bait players or provoke fights near Safe/Green Zones to lure them out.
If a crime or RP situation begins outside a Safe/Green Zone and continues naturally into it, RP may proceed only if it remains realistic and does not endanger bystanders or ongoing public service RP.
Loitering in Safe/Green Zones for extended periods (e.g., camping for protection, ambushing, or using them to avoid capture) is not allowed and may result in loss of protection.
Note: Losing protection from loitering means you can be asked to move or detained by staff/LEO, not attacked by other players.
Event Safe Zones:
All active city-hosted or staff-supervised events (e.g., races, contests, parades, or public gatherings) are considered temporary Safe Zones for the duration of the event.
Criminal or hostile activity during such events is prohibited unless the event is explicitly designated as PvP or combat-enabled by staff.
4. Penalties:
First Offense: 30 minutes comms time or admin jail (depending on severity).
Second Offense: 1-hour comms or temporary suspension.
Repeat/Severe Offenses: Staff discretion, up to permanent removal for abuse of safe zones.
5. Impersonating Emergency Personnel
Citizens are prohibited from impersonating emergency personnel this includes, Police, Fire/EMS, DOT, and Communications.

6. Stealing or Harming Federally Protected Vehicles and/or Personnel
Personnel:
PD, EMS items residing in their armoury or vehicle cannot be stolen.
Active Scene Protection:
If EMS is staged near an active scene, the scene may continue; however, once EMS enters the scene, all criminal activity within their view must immediately cease. EMS must never be used to end or interrupt an active scene and may only be called in once cleared by police. EMS personnel are prohibited from wearing official EMS uniforms or insignia while off duty; doing so may result in disciplinary action.
Vehicles:
Citizens are not allowed to loot or steal any EMS vehicle.
“Looting” includes removing weapons, items, or any property from inside or around these vehicles.
It is also prohibited to damage or destroy any official vehicle unless done through approved, staff-supervised event RP.
Using or modifying replicas or skins resembling official vehicles is also prohibited.
Summary:
🚫 No stealing of official vehicles
 🚫 No looting official vehicles
🚫 No use of official vehicle replicas
Penalties:
First Offense: 1-hour admin jail or 30 minutes comms time (admin community service) or admin jail
Second Offense: 3-day suspension.
Continued or severe offenses: Permanent ban review.
“Exception: EMS participating in approved staff-supervised event RP or gang-war medical support (see Section 6 Rule 9) are exempt while operating under those conditions.”

7. Robbery Rules
Note on Businesses & Green Zones:
Registered businesses are considered Green Zones and may not be robbed, shaken down, or used for criminal RP targeting staff, customers, or owners.
Scripted robbery locations such as banks, 24/7 stores, and property safes are exceptions to this rule while the heist is active.
Once the robbery or heist has concluded, those locations immediately return to Green Zone protection.

Hostages:
EMS Protections: EMS personnel may not be taken hostage, harmed, or used as bargaining tools during robberies. If EMS arrives to render medical aid, all parties must pause hostilities and allow treatment until EMS clears the scene.
Law enforcement response to any robbery or high-priority crime must comply with the Scene Limits rule. A maximum of six (6) active law enforcement officers may directly engage in the scene.
No Third-Partying: Players not originally part of a robbery or law-enforcement response may not involve themselves. Scene Limits still apply.
If there are more than four (4) criminals actively involved, the “+2 Rule” applies — law enforcement may increase their presence by two (2) officers above the number of criminals.
Additional officers may assist externally (perimeter or traffic control) but may not enter or engage the primary scene.
Supervisors may assign additional officers for perimeter or traffic control, but those units may not enter or engage in the primary scene (no negotiations, no direct combat). Specialized units such as SRT/SWAT count toward the six-officer limit unless granted temporary approval by a Senior Admin for a server-wide event.
Robbers can not take a friend(s) hostage, one of the robbers cannot pose as a hostage or have a fake hostage. The Robbers must go out and find a random person and take them hostage for these scenarios.
Taking the hostage with you after the crime is committed is not allowed, a hostage will not be allowed to leave the scene of a robbery. Law Enforcement will take action to prevent the hostage from being taken from the scene.
If a ransom is being requested in exchange for the hostage, the hostage MUST be exchanged for the money. (Total ransom allowed for request: $40,000 per hostage in cash.)
You must wait 30 minutes between heists (store, bank, or property safes)
Clarification: Hostages do not count toward the six (6) active-participant cap, but are capped at three (3) per scene unless a Senior Admin approves more in an RP-Support ticket.
Taking or initiating a hostage scenario against a player actively inside the clothing menu or customization interface is considered Low-Quality RP (LQRP) and will result in disciplinary action.

Robbers:
No more than 6 robbers on the scene of a robbery.
No more than 3 vehicles will be allowed
Your scene must be set up before starting the robbery. You can not start the robbery and then add people to it or show up later with the hostage. You MUST have a backpack/or bag on your person while conducting the robbery, this "shows" in RP where you are putting the items you are stealing. Also as a "robber", this is where you will be "storing" your AR-type rifles.
Robbers can ask for demands during negotiations (cops not pursuing and taking the hostage from the scene is not an option).

LEO:
Law enforcement will begin and control the negotiations. The total number of officers directly engaging in the robbery must comply with the Scene Limits Rule described above.
When SRT is deployed, all other officers must fall back to perimeter and staging roles except for the designated negotiating officer.
SRT deployment requires a minimum of four (4) officers to be considered active.
Negotiations can be conducted over a mutual radio channel between robbers and police, by phone or with a megaphone.
All other in-game menus (e.g., inventory, crafting, or store menus) are considered fair game unless the player is clearly frozen in a loading screen.

8. Cop Baiting
No cop baiting. Do not purposefully try and get police attention on you by doing things you would not do with an Officer near you. This includes burning out in the middle of intersections, purposefully revving your motor at lights to bait a pullover/chase, and purposely committing traffic violations in the vicinity of police.

9. EMS Authority over Respawn/EMS Custody/Injuries after EMS Care
Respawn:
When in EMS custody, do not respawn without permission. When you are revived, you are in medical custody until the medic clears you.
Post-Treatment:
If you are treated by EMS you cannot immediately run after someone for revenge, you are injured (ie. if you have been shot and have been healed, there is no way you can run normally). Revenge Clause
You may not seek revenge for your character’s death or injury unless the information was learned in-character through legitimate roleplay.
You must RP your injuries for at least 10 minutes following your discharge.

10. Cop Minimum for Kidnapping
If you plan to kidnap a civilian, there must be at least 4 officers on duty. There needs to be a minimum of 7 officers on duty for an Officer to be taken hostage/kidnapped.

11. Police Mistreatment and Appeal
If you feel you have been mistreated in a police situation, use the proper channels in city (ie. speak to a supervisor, fill out a complaint form for that specific agency). Do not contact an admin unless the officer is clearly breaking a server rule. Take abuse of power as in character and report it as you see fit.

12. Dirty Cop RP
Dirty cop roleplay is allowed only with staff approval. Participants must strictly follow all server rules. Deleting, modifying, or withholding MDT entries or any official information is strictly prohibited.

5. Department Character Swap Cooldown
When playing as a Law Enforcement Officer (LEO), you must remain on that character for a minimum of two hours before swapping to a criminal character. This prevents metagaming, story bleeding, and unrealistic city activity swings.
Any misuse, falsification, or deletion of data in MDT, CAD, or evidence systems for personal gain or false charges is considered corruption and is strictly prohibited.

13. Drive-By & Vehicle-Chase Firearms Rule (Civilians)
It is prohibited to discharge any firearm from inside a vehicle (driver or passenger) or from/on a moving vehicle (including motorcycles, ATV/UTV, truck beds, boats, aircraft) at law enforcement personnel or vehicles.
It is prohibited to discharge any firearm during an active vehicle pursuit (while you are fleeing in a vehicle), regardless of whether your vehicle is moving or momentarily stopped in the flow of the chase.
Using vehicle doors/frames as cover to fire on police while remaining in the vehicle is prohibited.
Attempting to “lean out,” “window peek,” or otherwise fire from a vehicle animation or script is prohibited.
Shooting at police tires/engines from a vehicle or during a vehicle pursuit is prohibited.

Notes & Scope
This rule applies to all civilians and gang members.
Law enforcement (LEO) firearm use from vehicles is governed by department SOPs and training standards to ensure public safety and realism.
Civilians and gangs are strictly prohibited from discharging firearms from, or while in, any moving or stationary vehicle.
This asymmetry is intentional and exists to maintain pursuit safety, scene control, and roleplay balance between civilians and law enforcement.
This rule is in addition to RDM/VDM, FearRP, Respect for Life, and Cop-Baiting rules. Violations may stack.
Ramming police vehicles to force a crash while a firearm is brandished is still VDM and may be punished separately.

Examples (Allowed vs. Not Allowed)
Not Allowed: Passenger leans out and shoots at pursuing LEOs during a chase.
Not Allowed: Driver stops for one second in a pursuit, fires out the window, then drives off.
Not Allowed: Firing from a parked car at police to start a scene, then speeding away.
Allowed: Exiting your vehicle fully (driver and passengers on foot, doors closed) and then engaging, if all other escalation/RP rules are satisfied and you are not in/creating a Green Zone violation.

14. Fear RP
Fear RP is what you would do in real life if faced with a scary situation, we are an RP server do not treat it like a videogame. You must fear for your life, just as you would in a normal situation outside of the game.
For example, if you are alone in an alleyway and individuals hold you at gunpoint and you cannot escape without dying, you must follow FearRP. The average person would follow their demands as they are helpless in the situation, you wouldn't just walk away or try to pull out a weapon when you are outnumbered.
If you are in your car and someone pulls a gun on you, it is acceptable to speed away, but you are taking a chance on being shot/shot at.
If the cop/suspect informs you to not touch the radio/phone this includes hitting your panic button you must comply or risk being killed.

Fearing for your life does not mean death is the only result. Fearing for your life could mean having the fear of spending the rest of your life in prison. If it is possible to do so then an attempt to flee from police instead of gunning them all down. As stated above this isn't a video game. It's a semi-serious rp server. And while you do not have to fear police you should fear the consequences of being caught.

14-A. Criminal RP Initiation
Before engaging in any criminal or hostile roleplay, players must clearly initiate the interaction. Initiation may be verbal (“Hands up!” / “You move, you die!”) or non-verbal (aggressive presence, following with intent, brandishing weapons). After at least 2 min initiation..
Players are required to acknowledge and respond to initiation realistically. Ignoring another player’s initiation to stall or avoid RP is considered Fail RP.

15. Perma-Death/Death Penalty
A player may decide to perm-death any of their characters. No player will be forced to perm-death a character, except in the following instances
The administration team may choose to give your character a Death Penalty if you are considered a repeat offender of deadly crimes or show blatant toxicity with your character’s roleplay.
If a player decides to do a perm-death, they must be declared dead by any on-duty EMS, use the "/me" command to inform the EMS of your intentions when they arrive on the scene.

16. Vigilante RP
Vigilante RP is not allowed. You are not Spider-Man, John Wick, Jason Bourne, Daredevil, etc. Your character is a normal human and must be RP'd as such.

17. Scene Limits
The maximum number of participants per scene is six (6) civilians and/or criminals per criminal scene. If the number of criminals exceeds four (4), law enforcement may add up to two (2) additional officers to maintain scene balance (“+2 Rule”). Law enforcement response is limited to a maximum of six (6) active engaging officers unless otherwise approved for special events or city-wide emergencies.
Additional LEO units may assist externally (perimeter, traffic control, staging) but must not interfere with the primary RP participants. These limits apply to all major criminal scenes, including robberies, hostage situations, and gang conflicts, to ensure balanced and fair roleplay for everyone involved.

18. Torture RP
While Torture RP is allowed it must be done within reason and the victim must be allowed to continue to RP after the scenario with all body parts still functional and intact if they choose to do so. They can keep any deformities left from the RP if they wish. SEXUAL ACTS ARE NOT ALLOWED.

19. Camping Areas
Areas included are drugs areas, job areas, money washing, etc.
Civilians cannot intentionally sit in high traffic areas for the reason of robbing individuals.
Cops are also not allowed to camp drug areas for the sole purpose of making a traffic stop and busting the subject leaving the drug area. Officers are allowed to conduct surveillance to help build a bigger case.

20. Respect For Life Rule
Any situation leading to a shootout or killing must have reasonable roleplay behind it. Players must always attempt to roleplay the scenario before resorting to violence.
Gunplay over Roleplay is strictly prohibited. Firearms should only be used as a last resort (excluding approved gang-war scenarios). If a player is repeatedly quick to shoot instead of roleplaying, staff may issue a 24-hour suspension. Gangs found engaging in consistent “shoot-first” behavior may receive a strike.
There is a shooting cooldown of 15 minutes between gunfights. Regardless of the scene type, players must wait at least 15 minutes after the end of a firefight before initiating another.
This rule is designed to encourage Roleplay over Gunplay, pushing players to think through their RP scenes and move away from “run-and-gun” habits. Balanced roleplay brings stronger, more meaningful interactions for everyone.
Stand Your Ground – Property Defense
Owners of houses or businesses may defend their property with force only after reasonable roleplay escalation. Deadly force should be the last resort unless the aggressor clearly threatens life or property.
The Rule of Six applies to all active combatants on each side of a property-defense scene. Property owners may have any number of people present on-site (e.g., family, employees, bystanders), but only six (6) individuals may actively engage in combat unless staff approval is granted for larger-scale RP events.
When valuing life in combat:
 – If outnumbered 3 to 1 or more, surrender or comply.
 – If your group is clearly outgunned (e.g., 5 vs 2, 9 vs 4, etc.), choose self-preservation and fear RP over escalation.
Your Character is outgunned
3 to 1
5 to 2
7 to 3
9 to 4
11 to 5
13 to 6
15 to 7

21. Server Restart Rule
NO criminal Activity is to happen 30 minutes before and/or after a Server Restart. This is everyone's time to put their belongings away, put vehicles in the garage. (i.e. Shooting, fighting, speeding in vehicles, spray painting, etc. Anything that could result in Police being called. If you think it might be a crime, don’t do it and wait.)

Section 4: Reporting Processes
 Reporting & Ticket Procedures
While we encourage players to resolve minor issues through in-character (IC) interactions whenever possible, official reports, appeals, and administrative requests must be made through the ticket system in Discord. This ensures that all incidents are documented, investigated properly, and handled by the correct department.

Administrative Assistance & Reimbursements:
Administrators may reimburse players for verified losses caused by confirmed bugs, glitches, or server-side issues. Evidence such as screenshots or unedited video is required for all claims.
Reimbursements will not be granted for user error, reckless driving, risky behavior, or failure to follow server mechanics.
Administrators will not repair vehicles, teleport players, spawn money, or provide items upon request. All administrative activity is logged and monitored to ensure fairness and accountability.

When to Open a Ticket:
Players are required to open a ticket for the following:
Reporting a rule break or player violation
Submitting a staff complaint or staff report
Appealing a ban, warning, or strike
Reporting a bug, glitch, or technical issue
Submitting event ideas, business applications, or gang approvals
Requesting RP Support or event oversight (gang wars, city-wide RP scenes, etc.)

How to Submit a Ticket:
Go to the Discord server and open a ticket under the appropriate category (e.g., Player Report, Staff Report, Ban Appeal, RP Support, Bug Report, etc.).

Provide full details, including:
Your in-game and Discord names
Names of others involved (if applicable)
Date, time, and location of the incident
A clear explanation of what happened
Screenshots or unedited video clips as evidence (if reporting a rule break)

Remain patient and respectful while staff review your case.

Opening multiple tickets for the same issue may result in administrative action.

Staff Review & Response:
Once submitted, the appropriate staff member or department will review your ticket.
Staff rulings made through tickets are final unless formally appealed in a new ticket.
Tickets with no details, evidence, or explanation will be closed automatically after 10 minutes.
Abusing or spamming the ticket system will result in a warning or suspension.

Inactive or Empty Tickets
Tickets opened without information will be closed automatically within 10 minutes by the Support Team. Remember — you contacted us; we cannot read your mind. Include all necessary details the first time.
Follow-Up & Communication
After submitting a ticket, allow time for a staff response.
Do not open multiple tickets for the same issue.
If new evidence or details arise, add them to your existing ticket instead.
Misuse of the Ticket System
Submitting blank, duplicate, or irrelevant tickets may result in a warning or administrative action. The ticket system is a formal support channel and must be used respectfully and responsibly.
Summary:
✅ Always roleplay first where possible.
✅ Always open a ticket for official reports, appeals, or administrative issues.
✅ Always remain respectful and patient during the process.

Section 5: Gang RP

1. Gang Definition
The definition of gang includes but is not limited too:
Members share an identity, typically linked to a name, and often other symbols. Members view themselves as a gang, and they are recognized by others as a gang. The group has some permanence and a degree of organization. The group is involved in an elevated level of criminal activity.
An association of five (5) or more individuals;
Whose members collectively identify themselves by adopting a group identity, which they use to create an atmosphere of fear or intimidation, frequently by employing one or more of the following: a common name, slogan, identifying sign, symbol, tattoo or other physical marking, style or color of clothing, hairstyle, hand sign or graffiti;
Whose purpose in part is to engage in criminal activity and which uses violence or intimidation to further its criminal objectives.
Whose members engage in criminal activity with the intent to enhance or preserve the association's power, reputation or economic resources.
The maximum size for any gang or organization is twenty-four (24) active members.

2. Blood in/Blood out
Gang membership follows the “blood in/blood” out rule. Entering a gang fully exposes the member to the gang's rules and processes. Member characters can be forced perm death, depending on the leader, once approved by Lead Senior Admin. Members may be allowed to leave on good terms determined by the remaining gang members; however, if the character is found to violate the terms of release, forced perm death rules may apply. A bleed out will be subject to the gang’s processes in their by-laws.

3. Forced Perm Death Authorization Process
A ticket must be opened by the highest member of the gang requesting perm death authorization. The admin team will discuss as soon as possible, and the approval will be granted by the Lead Senior Admin or higher.

When opening the ticket:
Request for Moderation to be removed and administration to be tagged.
DO NOT provide any information or details until the above has occurred.
Please provide the following in the ticket:
A thorough explanation as to why the perma death is being requested.
Method of death.

4. False Flag Operations
Executing actions with the clear intent to impersonate another group or gang is strictly prohibited.
This includes, but is not limited to:
 • Robbing, killing, or committing crimes while wearing or displaying another gang’s identifiers (colors, logos, tags) to cause that group to be blamed.
 • Civilians or unaffiliated players performing crimes while claiming a gang name or wearing their symbols.
Consequences:
 • Any gang member found guilty of a false-flag operation is subject to perma-death of the character involved, pending approval by Senior Administration.
 • Civilians caught conducting false-flag operations will face administrative discipline up to a permanent ban, depending on severity.
All false-flag punishments require a staff review ticket for authorization.

5. Safe Passage
Safe passage to critical in-game assets must be allowed if no other alternative to that asset exists in the city. The use of vehicle sales locations, and supply stores (food or utility) must not be hindered. This includes gas stations in your area. Drug locations and Black Markets are NOT Critical In game assets.

6. Operation Agreement
An agreement between gangs that are not directly mutually beneficial. This includes freedom of movement in another gang's territory and the ability for a gang to operate within another gang's territory with stipulations. Gangs can have as many operational agreements as they would like; however, agreements that lead to operations that appear to be mutually beneficial will lead to discipline (i.e. two gangs working as one).

7. Disrespect and Consequences
Simple disrespect between gangs must NOT lead to an escalation higher than disrespect (trash-talk) without prior escalation. (i.e you cannot go straight to shooting.)

8. Gang Hopping and Gang Limits
After leaving a group/gang you must wait 30 days before joining another gang. This means the 30 days starts when you leave the gang. This only applies after the second time you leave a group/gang. Ex: You are in group 1 for a few weeks and realize the group isn't for you. (No mandated wait time). So you leave and find another group, but also realize this group isn’t for you either, you must now wait 30 days

Exceptions:
If you are in a gang that gets disbanded then you may join another gang. (as long as the citizen is in good standing)
If you are traded to another gang.

 9. Gang Trading
Gang trading is acceptable. Some examples of gang trading could be but are not limited to supplies for guns and vice versa. Another acceptable trade offer could be member trading for whatever the gangs see fit. This will not count against you.

Section 6: General Gang Rules

1. New Gangs
All new gangs will be under a 14-day probationary period where they will only receive 2 strikes before disbandment. While under the 14-day probation, new gangs are allowed to do all gang-related activities except gang wars.

2. Gang Membership and Minimums
A minimum of six (6) members must be present and active to start a gang.
Gangs are required to maintain at least 3 active members after being whitelisted, if activity drops below the required amount, gangs will receive a warning to increase activity within a 15-day period. If the activity does not improve after 15 days, the gang will be disbanded with the option to reapply in 30 days with increased activity/more members.
You may only have ONE gang character; this is to prevent any meta-gaming between rival gangs.

3. General Guidelines
Gangs are still expected to follow all server rules. This includes LEO interactions. Any criminal action in or outside of the gang turf must still adhere to all the General Rules.
Each gang leader is expected to make sure that their gang members are following server rules.
Gang leaders must only be recruiting trustworthy people, and as such, they are the gang leaders' responsibility.

4. Civilian Interactions
Gangs that control a territory are allowed to chase out unwanted persons who pose a threat to their gang and may protect their area from rival gangs—except when Safe Passage must be allowed.
If civilians are caught selling drugs or robbing stores within a gang’s territory, the controlling gang may impose taxes, threats, or other territorial enforcement consistent with their RP—again, except when Safe Passage rules apply.
Police must not be interfered with while conducting legitimate police business (e.g., traffic stops) unless the situation directly involves the gang as a whole.
Civilians who intentionally wear or display a gang’s identifiers (colors, bandanas, logos) while unaffiliated are committing a False Flag Operation under Rule 4 and may face IC retaliation or administrative action.
At any time a civilian is in a gang territory causing trouble, gang members may protect their territory; Scene Limits still apply to active combatants on each side This includes, but is not limited to, taxes, threats, and violence.
Gangs may not chase out players who are simply role-playing as non-criminal civilians.
Taxing civilian jobs that have zero influence on your gang or located outside of your territory is strictly prohibited. Example: Grove street gang taxing warehouse job located at the shipping doc = LQRP 7) Gangs/MCs/Organizations should not mass recruit. There should be RP behind bringing people into your Gang/MC/Organization

5. Penalizations & Discipline for Gangs
The first gang strike will be a warning that will allow the Gang to make adjustments.
After 2 strikes, the Gang will be placed on suspension (see the section below).
After 3 strikes the Gang will risk being disbanded or incurring other punishments.
Gang Strikes will be removed after 30 days but if gangs are repeating the same behavior strikes may not be removed.

6. Suspension Notes
While we reserve the right to suspend and/or disband your gang if deemed necessary, following the guidelines above a gang may be placed on suspension.
During this suspension time, your gang is no longer allowed to affiliate with one another on a gang level for a duration of typically 2 weeks (also subject to a shorter or longer time as determined by the team).
No gang activity of any kind. This includes, but is not limited to, going into enemy turfs, selling drugs as a gang or retaliating as a gang.
Gang activity is defined by more than Three members committing crime together, occupying the same area, or being on radio.
No gang colors or representation. Color entails vehicles and clothing and/or face masks. Representation entails gang signs or yelling/tweeting your gang name in any context.
Suspension rules will be strictly enforced. The offending gang has gotten themselves to a place that requires suspension. Deviating from suspension rules could lead to the disbandment of your gang.

7. Rosters
Every gang must have a roster.
This roster will need to be sent to the RP staff. The leadership of each gang is responsible for keeping this up-to-date.
All rosters must include member names in the city as well as discord names. The roster will need to be updated ASAP.
A gang must have a minimum of 1 leader and a VP.
The roster will need to be completed on a google sheet and the link will need to be entered into the roster forum under the gangs section of the discord so the RP staff can have the roster on record.
Potential members must be on your roster and be part of your roster. You cannot have more potential members than you have available spots on your roster.

8. Gang Rivalries
Gang Rivalries are not war. Rivalries must be had before war is started.
You must always RP before starting a rivalry as just doing a drive-by could be seen as RDM and must not be used to start a rivalry..
You are subject to police interactions and must not be all out shooting like in a war.
Simple things like drive-bys, kidnappings, stabbings etc, fall under the rivalry category.
Allies are not able to be involved in a rivalry.

9. Gang War Mechanics
Gang Wars must follow a natural evolution of roleplay. Shallow roleplay may be seen as RDM and thus disciplinary action could follow. In order for war to occur you must come to an agreement of what you are fighting for. War must be a last resort and must not be started because of one person's actions from a gang. Gang leaders can request for peace; however, peace can come at a cost.
Gang wars must be announced before the first attack is started.
To start a gang war an in-city parley must happen on neutral grounds to discuss the terms of the war. At this time violence must not occur.
After someone is downed for any reason you must sit out the rest of that round.
Gang wars must work on an attack-retaliation cycle. One gang attacks, then the other attacks. The last man standing from the round wins.
Gang wars must not last longer than 72 hrs.
If rules are broken the leaders must go over the issues and the gang with the rule breaks will take the loss for that round. If the war gets toxic or goes federal the war will be stopped and the gang with the highest score wins.
If a medic is introduced to the war then at no time must they be shot. A medic will be required to wear all white in an all white vehicle. It will be up to the leaders and their pre-war parley to decide what happens if the medics get shot by the opposing gang. This could be a cease-fire until the medic is back on their feet or the round is lost by the shooting gang. Medics must also wait until the shooting has subsided in that area to move in and start picking up bodies.

10. Gang War Rules
Something crucial within RP must happen between the two parties in order for a war to happen. A poor reason behind a war can lead to admin intervention. In most cases the request for peace must be accepted unless there is a very good reason to push for more war.
Gangs can only be in one war at a time.
A two-week waiting period must be waited before the initiating can declare war on the same gang again.
Gangs must conduct gang wars in their respective colors. Anyone not in Gang colors must either leave and not come back during the scene, or surrender. If they participate in the violence in any way, it will be seen as injecting into the Gang War scene and can be fired upon. If vehicles bearing the color of an attacking/retaliating gang enter a gang turf, it can be pressed and escalated to violence. Do not automatically open fire unless it is very clear that they are there to do violence. All members of your gang can be involved in the war, this does not include hang-arounds. They must be full members of your gang.

11. Law Enforcement/ EMS during a Gang War
Law enforcement must respect the flow of approved gang-war RP but still maintain jurisdiction over the broader city.
 The following standards apply:
Non-Interference Within War Limits:
LEOs may not actively inject into or disrupt a declared, staff-approved gang-war scene while it remains contained within gang territory or a designated combat area.
Public-Safety Exception:
If the gang war spills into open public spaces (e.g., highways, business districts, or near civilians), law enforcement is authorized to establish perimeters, secure civilians, and contain the violence.
Direct engagement with gang participants should occur only if civilians or officers are endangered.
Post-War Enforcement:
Once a war round or active combat phase ends, law enforcement may investigate, collect evidence, and pursue charges through normal RP channels.
Arrests should not occur mid-scene unless explicitly approved by staff.
EMS Protocol:
EMS should stage nearby and enter the scene only once both gangs cease fire.
If EMS is attacked, the offending gang will automatically forfeit the round.
12. Gang Colors
Gang colors are to be treated as a distinct and clear way to identify your gang. A gang is not required to wear their colors at all times; however, gang members must wear their colors when planning interaction with another gang in which not wearing colors would add an advantage via surprise. You represent your gang at all times. This includes being in or out of colors.
If 3 members are together they must be in colors. But with a note that if the crew is doing side work like sanitation or trucking or going to a party they are allowed to be out of colors only for those specific situations. If something gang related does occur they must switch to colors which can easily be done with the clothing bag/store of course.
Gangs cannot dictate the color of cars to any player.

13. Respect for Life
During a gang v. gang interaction there must be 15 minutes from the end of a scene until the start of another scene. For example, If a scene ends with a shooting there must be 15 minutes from the time the last person is revived before you enter their territory again to start another scene. By doing so, this will allow (Section 2 Rule 19) to be effective with the shooting cooldown.

Section 7: Disciplinary Actions

All disciplinary actions will be logged by a staff member and kept for record. Even though after 60 days your strikes will be marked as inactive, they will remain on your record and could affect your chances of applying for a staff position within the community.

Community Management and Administration may authorize staff members to deviate from the outlined disciplinary actions if the case requires.

Ban Appeals:
Players may appeal bans through the Discord ticket system. If you receive a permanent ban, you must wait 7 days before submitting an appeal. Appeals submitted before that period will not be reviewed.
If you are removed or banned from the Appeals Discord, the administration team has determined your ban is final and you are no longer eligible to rejoin the community.
Exceptions: Certain offenses (e.g., stream sniping) are explicitly non-appealable. Those carve-outs control.

Section 8:Business Contracts & Licensing Regulations
I. Business Contracts
Attorney Review & Filing
All official business contracts — including ownership transfers, partnership agreements, employment contracts, and vendor or service agreements — must be reviewed and filed through a licensed attorney.
Attorneys must ensure all terms comply with State of San Andreas law and confirm that no contract involves illegal operations or creates a conflict of interest with active cases.
Legal Standing of Contracts
Contracts serve as legally binding documents within the State of San Andreas once filed and signed by all involved parties.
Businesses are required to maintain their contract records and must provide them upon request by the Department of Justice (DOJ) or authorized investigators.

Business License Validity
A business license remains valid unless revoked for:
Noncompliance with legal or administrative regulations
Fraudulent activity
Loss of legal standing due to violations of law
2 weeks of inactivity

II. Business License Violations
Immediate Suspension or Revocation
Businesses found to be engaging in, supporting, or profiting from criminal or prohibited activity will have their licenses immediately suspended or revoked by the DOJ.

Grounds for License Revocation
License revocation may occur for the following reasons:
Operating without proper legal filings or attorney approval
Employing individuals with active felony records
Failure to comply with tax, labor, or trade laws
Interfering with law enforcement or judicial investigations
Using a legal business as a front for illegal operations, such as selling drugs, contraband, or weapons under a legitimate storefront (e.g., bar, salon, or retail shop)

Ownership & Legal Standing Requirements
Business owners must maintain good legal standing and have no active felony convictions.
Certain regulated industries — such as firearms, pharmaceuticals, financial institutions, and aviation — require felony-free ownership and management, with no exceptions.

Enforcement & Oversight
The District Attorney’s Office and Business Licensing Division may jointly investigate violations.
Upon findings of complicity in criminal acts, these agencies may revoke licenses and seize business assets as authorized by law.

Examples of Illegal Business Fronts
To ensure proper roleplay and compliance with San Andreas law, the following are examples of what is not allowed.
Shoe stores, wig shops, salons, or clothing retailers cannot sell illegal drugs, controlled substances, or contraband items.
Bars, nightclubs, or cafes cannot serve as fronts for drug distribution, human trafficking, or weapon sales.
Vehicle dealerships or repair shops cannot hide stolen goods, unlicensed firearms, or illegal racing activities under legitimate business operations.
Any legal business attempting to launder money from illegal activity will be investigated and may have its license revoked immediately.
Key Rule: If a business is found mixing legal operations with illegal activity, the license will be revoked, and the owner may face additional legal consequences.
Legal Reference:
All business and licensing matters are enforced in accordance with the Department of Justice – San Andreas Penal Code and Business Regulations Act, as filed under the city’s official DOJ repository or legal documentation hub (available in the DOJ Discord category or City Hall legal archives).

Section 9: Red Zones
Red Zones are designated high-conflict areas activated during specific Server-Wide Events, such as the Air Drop. These zones are considered active combat areas and operate under special event rules. Red Zones are server events, Beef cannot be started over memory of Red Zones.
Outside assistance from beyond the red zone is strictly prohibited. This includes but is not limited to helicopter callouts, radioing positions, or providing tactical information from individuals not actively within the red zone.

A. General Red Zone Rules
• Red Zones are shoot-to-kill, last-man-standing environments.
• All participants enter at their own risk.
• Eliminate other players to secure control and claim available loot.
• If you are killed inside an active Red Zone, you may NOT respawn until the event has officially ended.
• No robbing of vehicles or individuals is allowed inside a Red Zone.
• No outside interference is permitted during the event.

B. Emergency Services & Law Enforcement
• EMS and PD are NOT to respond to calls, gunshots, or requests for assistance within an active Red Zone.
• Law enforcement may not interfere with the event while it is active.
• Once the Red Zone has been officially declared clear and the event has ended, Law Enforcement & EMS may proceed. Only to revive any remaining downed individuals

Rules are subject to be added to and or changed. Please keep updated.
